GOAL
Project Goal
To develop a comprehensive approach, including a methodology, models, methods and tools, for automating public administration business processes in the form of cloud services.
ABOUT THE PROJECT
Abstract
Scientific Novelty
The project consists in developing new concepts, approaches and methods based on the BPaaS (Business Process as a Service) approach to creating a highly functional system supporting administrative and management processes in government bodies, ensuring more complete automation of processes and interagency interaction.
Area of Application
Target consumers include government bodies, organizations, educational institutions, healthcare organizations and medical institutions interested in automating their processes.
RESULTS
Scientific Achievements
Existing processes were classified, the requirements for target processes as services were identified, and the applicability of the BPaaS concept to existing administrative processes of public administration was analyzed. The following scientific results were obtained:
- a methodology for transforming administrative business processes;
- principles for creating hybrid administrative and management processes, namely principles for selecting processes or their parts for effective implementation as cloud services;
- a process architecture and an IT architecture for interaction of government bodies with each other and with external organizations using BPaaS technology;
- definition of industry architectures and reference models;
- a system of key indicators for hybrid processes and methods for monitoring them. Based on the research results, a prototype was created for selected classes of processes of the public service "Accreditation of subjects of scientific and (or) scientific and technical activity" in the form of BPaaS cloud services. The main consumers of this public service are educational institutions and research institutes engaged in scientific activity. As a rule, the use of cloud services by such organizations implies universal provision of any IT resources (servers, applications, databases, etc.) and services. The prototype system, based on collecting data on the university's research activities, makes it possible to compile the package of documents required for the public service "Accreditation of subjects of scientific and (or) scientific and technical activity". The system is designed for the systematic collection, storage and analysis of scientometric information in universities and research organizations in order to prepare and make management decisions. It allows ordinary staff of an organization to record their research works and activities. Based on the data entered, the activity of system users (faculty, staff, students) and of the university's structural units as a whole is monitored. The system also automatically generates research activity reports according to approved forms. An "as-is" model was built of the business processes for obtaining scientific accreditation at IITU in 2018 (the beginning and end are shown below as fragments):
