The draft of the new Constitution of the Republic of Kazakhstan was discussed at IITU

On February 3, 2026, the International Information Technology University hosted academic hearings titled "The Draft Constitution and the Digital Future: Rights, Data, Innovations," dedicated to the discussion of the draft of the new Constitution of the Republic of Kazakhstan.



This event was organized to adapt the country's legal system to the digital age, provide a platform for broad discussion of the constitutional rights and obligations of citizens, and study innovative legal solutions. The hearings were attended by the university leadership, deans and faculties, representatives of the legal department, faculty members, and staff.

The meeting was opened by the Vice-Rector for Digitalization and Innovation, Nurzhan Tokkozhaevich Duzbayev, who emphasized the importance of a comprehensive and professional discussion of constitutional changes in the context of digital transformation..

During the event, the following speakers presented reports corresponding to the topic:
• Olga Davletovna Nesipbayeva, PhD, Assistant Professor of the Department of Media Communications and History of Kazakhstan;
• Dulatbek Balgabekovich Kydyrbekuly, Doctor of Political Sciences, Professor of the Department of Media Communications and History of Kazakhstan.

In addition, the following participants shared their opinions and suggestions:
• Ardak Gabitovna Mukhamedieva, Dean of the Faculty of Business, Media, and Management;
• Aidos Kairatuly Kerimbek, Director of the Legal Department;

• Askhat Rakymuly Tolepbergen, Chairman of the Department of Security and Development Management.

The speakers focused on key innovations and changes in the draft of the new Constitution, discussing issues related to the development of education, strengthening the rule of law, protecting human rights and freedoms, and ensuring the balance of power branches. They also expressed their views on digital rights, data protection, and the development of innovation within the constitutional context.

The event was concluded by Mustafina Akkyz Kurakovna, a member of the Political Council of the Bostandyk district branch of the "Amanat" party. She noted that such scientific and practical meetings contribute to the improvement of the country's legal and constitutional system in accordance with the requirements of the digital age.
