Objective of the project:

The main goal of the KUTEL project is to promote the reform and modernization of higher education in Kazakhstan through the implementation of a national quality assurance system using technologies, ensuring the improvement and implementation of accreditation standards, guidelines / procedures for quality assurance of technology-based courses and curricula at the national level.

This goal will be achieved through the following actions:

  1. Transfer of knowledge from the EU to the institutions of Kazakhstan.
  2. Access to quality assurance standards (QA) for all universities in Kazakhstan.
  3. Improving long-term cooperation between universities, accreditation centers, business circles and government bodies in the field of education for a more conscious integration and introduction of learning improvement technologies (TEL), and quality assurance systems for accreditation and recognition.

Specific objectives are as follows:

  1. To modernize and reform teaching methods by introducing a quality assurance (QA) system in blended learning.
  2. Improve, develop and implement accreditation standards, guidelines and procedures to ensure the quality of curricula in accordance with EU practice in Kazakhstani universities.
  3. Create a structure to improve the methodology of quality assurance courses based on technology and e-learning at the university level in Kazakhstani universities.
  4. Provide training (training) for key actors in higher education institutions and government bodies responsible for accreditation or evaluation of TEL programs.

Brief description of the project

The KUTEL pilot project is aimed at strengthening the role of higher education (HE) in Kazakhstan, a strategic tool to stimulate economic growth, increase employment, and therefore the quality of life and social well-being of citizens. KUTEL promotes the reform and modernization of HE through the introduction of a national quality assurance (QA) system for technology-based training (ICT), new and complex in the EU and Kazakhstan, the introduction of accreditation standards, guidelines and procedures for QA courses and ICU courses at the national / internationally.

Thus, KUTEL will increase the number of students, despite the difficult conditions of unsustainable economic growth, due to the wide use of e-learning methods and high-quality education.

The main results that meet current needs and support EU national priorities / priorities are:

  1. Accreditation standards, guidelines and quality assurance (QA) procedures for the development of ICT curricula in Kazakhstan in accordance with EU practice;
  2. The pilot training is intended for key participants of the state / private system of higher education, academic staff and accreditation bodies of QE in order to improve the competencies / skills to create a basis for QA in ICT training programs;
  3. Teaching methodologies that have been modernized and reformed through the development of a quality assurance (QA) system as part of blended learning;
  4. EU roadmap on the ICT quality standard, the basic Kazakhstan ICT quality assurance system, the QA system recommendations will be further developed for a successful capacity building process.

Anticipated effect: the immediate beneficiaries responsible for the modernization of HE are involved in the pilot 85-minute training, those who participate in each national development activity (about 40/50 participants on the 1st and about 80 - on the 2nd); 6000 visitors KUTEL site; 150 participants at the closing conference; contact database with a score of 100/150 for the project country. At the preparatory stage, about 50 teachers and 5 government agencies were involved from Kazakhstan's partners.

Kick-off meeting of the project consortium, Rome, Italy

The first meeting of the partners of the project Erasmus + 598377-EPP-1 -2018-1 -IT-EPPKA2-CBHE-SP “Universities of Kazakhstan for the improvement of quality assurance processes in training using new technologies” KUTEL was held at the University of Guglielmo Markoniv Rome. (Italy). IITU was represented by the project coordinator Zakirova GD, members of the IITU team Duzbaev NT, Rakhmetulaeva S.

All members of the consortium took part in the meeting, with the exception of the Caspian State University of Technology and Engineering named after S. Yesenov, European partners: the Burgas Free University (Burgas, Bulgaria), the University of Turku (Turku, Finland), the Greek Open University (Patras, Greece); 6 universities from Kazakhstan: Kokshetau State University named after Sh. Valikhanov, Almaty University of Power Engineering and Telecommunications, Zhezkazgan University named after O. Baikonurov, Kokshetau University named after Abay Myrzakhmetov, Kostanay State Pedagogical Institute and Kokshetau State University. Sh. Ualihanova. As well as non-academic partners of the project - MES RK, the IAAR and the Public Foundation “Youth Foundation of the Leader of the Nation”.

The meeting was of organizational and methodical nature. On the first day, there was an introductory presentation of all the project participants, then a presentation about the work packages, deadlines for their implementation and responsible partners. Project coordinators - University Guglielmo Marconi, familiarized with questions on financing, project management. The project partners discussed organizational issues for planning future activities and adherence to the project timeframe.
