On August 27, 2025, on the eve of the 30th anniversary of the Constitution Day of the Republic of Kazakhstan, the Department of Media Communications and History of Kazakhstan, together with the Department of Economics and Business and the Library of IITU, held a round table on the topic: “Constitutional Guarantees of Equality, the Right to Protection, and Access to Justice.”
The moderator of the event, Professor Kasym Maulenov , emphasized that after gaining independence, Kazakhstan adopted two Constitutions - in 1993 and 1995 - which established the foundations of the country’s justice system. He noted that the right of citizens to judicial protection is absolute and inalienable, while Article 13 of the Constitution guarantees every citizen of Kazakhstan equality before the court, as well as the right to a fair and public trial by a competent, independent, and impartial court.
Professor Dulatbek Kydyrbekuly addressed the issues of the implementation of state power, highlighting the balance between a strong presidency and an influential parliament, and stressing the clear separation of powers as defined by the Constitution.
Professor Saken Mukan drew attention to the protection of national interests in the oil and gas sector and the importance of fair distribution of resources for future generations. He reminded participants that the Constitution declares natural resources belong to the people of Kazakhstan, and since last year, regular transfers from the National Fund to children under 18 have served as proof of the state’s fulfillment of its social obligations.
Associate Professor Olga Nesipbayeva focused on the role of youth, noting that the Constitution guarantees every young citizen the right to education, freedom of thought, and participation in social and political life. Assistant Professor Nazken Abdykaimova introduced the audience to the history of constitutional development in different countries and periods.
The Head of the Department of Media Communications and History of Kazakhstan, Professor Niyazgulova Aigul, and the Head of the Library, Sarsenbayeva Zhanna, highlighted the special significance of the Constitution in the lives of young people.
The round table became an important platform for discussing the provisions of the Basic Law of the Republic of Kazakhstan and contributed to strengthening the civic responsibility and patriotic spirit of IITU students in upholding constitutional rights.
